Physical Appearance: Distinctive because of his white lab coat, gloves and galoshes, and the large goggles he always wears on his forehead. (On special occasions the coat will be red and the gloves, pants and boots black, and he will lower the goggles over his eyes.) Out of his villain regalia he’s a very ordinary-looking guy, unremarkable in every way, with mussed blond hair. Possibly the only notable thing about Billy is his tendency to blink rapidly when he’s nervous.
Education: Holds a Ph.D in Horribleness.
Occupation: Evil mastermind

Sexual Preference: Heterosexual

Character Biography:
History: Dr. Horrible spent many years struggling to be recognized for his criminal efforts with admission to the prestigious Evil League of Evil. He clashed repeatedly with his nemesis, Captain Hammer, while creating ever more ambitious devices in his attempts to rule the world (or at least shake it up a bit). Meanwhile, as his alter ego – Billy – he developed feelings for Penny, a girl he’d see twice a week at the laundromat. In his final confrontation with Captain Hammer, Penny was caught in the crossfire and killed. Her death got him accepted into the League. Since then, Dr. Horrible has been freely wreaking havoc in the US, but now he’s ready to look at the larger picture.

Personality in Seven Words or Less: Cynical, naïve, confident, awkward, triumphant, hopeless. Divided.

How Others Perceive Your Character: Once he was pretty much a joke, but since defeating Captain Hammer and killing “What’s-her-name,” Dr. Horrible has earned the respect of his peers and the fear of the masses. The long-time viewers of his video blog can now say they knew him when. Astute viewers have noticed that, while most of his entries are still rambling monologues about his newest schemes and inventions, now there’s the occasional short, despondent entry by a guy who looks vaguely like Dr. Horrible, but without the outfit. Whole forums have sprung up online speculating about the meaning of these strange entries. The majority believe that they are part of some especially intricate evil plan which will eventually be revealed.

Beliefs, Convictions, Morals: The world is broken. Society is broken. Everything is falling to pieces, and he has taken it upon himself to expose the cancer at the root of humanity. He intends to see the world kneeling at his feet, whereupon he will reinvent it according to his beliefs of how it should be. Dr. Horrible does not believe in killing and has never actually done it, though he came close, and though he received all the credit for Penny’s death. He goes out of his way not to hurt any civilians during the course of his evil deeds.

Reason(s) for Escaping to Canada: At the moment, it’s problematic for him to make America kneel at his feet – the ELE might object. However, Canada seems ripe for the plucking.

Their Dreams, Hopes, and Aspirations for Canada: To rule it, of course. One small step in a much greater plan.
